TLC’s CEO Appointed to North Carolina State Health Coordinating Council 

Raleigh, N.C. – TLC, founded as the Tammy Lynn Center, proudly announces that its CEO, Representative Sarah Crawford (D–District 66), has been appointed to the North Carolina State Health Coordinating Council. Crawford serves in the North Carolina House of Representatives, representing Wake County, and will serve on the Council and its Long-Term and Behavioral Health Committee. 

The Council plays a critical role in shaping the future of health care across the state. Pursuant to state statute, it directs the development of North Carolina’s annual State Medical Facilities Plan, guiding decisions around hospital beds, nursing homes, behavioral health services, dialysis facilities, and major medical equipment. The plan is approved by the Governor each year and serves as a blueprint for health care access statewide. 

“This appointment is about access,” said Crawford. “Families navigating complex medical and disability systems deserve thoughtful, data-informed planning that reflects real community needs. I’m honored to help shape a statewide health strategy that prioritizes quality, equity, and responsible growth.” 

As CEO of TLC, Crawford leads one of North Carolina’s longest-standing and leading, non-profit organizations serving children and adults with intellectual and developmental disabilities. Under her leadership, TLC has expanded Tailored Care Management, strengthened family navigation services, and deepened its role as a trusted connector between families and critical support. 

The State Health Coordinating Council operates with staff support from the North Carolina Department of Health and Human Services Division of Health Service Regulation. Its guiding principles include promoting cost-effective approaches, expanding services to medically underserved communities, and encouraging quality health care delivery. 

TLC Board leadership applauded the appointment, noting Crawford’s deep understanding of how statewide policy decisions directly impact families on the ground. 

“Sarah brings both systems knowledge and on-the-ground, agency experience into every room she enters,” said TLC Board Chair, Tina Krebs, Chief People Officer at Relias. “Her voice on this Council ensures that individuals with disabilities and their caregivers are considered in long-term health planning decisions.”
